Why does it say "Please do not send your entry signature required" out next to schedule? Is it just meaning make sure you sign?

I believe it means that when mailing the envelope, don't require that the recipient needs to sign for it upon delivery. I think that most clubs have entry forms get mailed to a P.O. box, which for obvious reasons can't "sign" for incoming letters.
